It's a posting of a file other than text.  For email purposes, it gets
translated into a series os text characters, like this

So if you're thinking of sharing that sound clip, JPG or animation
with anyone, don't do it through an email list.  Put it on a webserver
and email the URL.  If you don't have access to a webserver, find a
friend with one (or a kindly email list administrator!), email him or
her the file, and then tell people where to find it.
