That would be Uli (The Bogey Man) Lommel's film 'The Blank Generation' which
features Richard Hell. You can see a clip of it at his website
www.richardhell.com. Incidentally, Lommel's earlier film 'Cocaine Cowboys'
(1973?, also with Warhol cameo) was penned by Victor Bockris.

This is not be mistaken with the Richard Hell fictional film called Blank
Generation, which features Andy Warhol (circa 1978).  This is a different
film, am I correct?
