in the lower right hand corner of your screen is an icon of a speaker. double click on it. Is it turned on or off?
also, you need to check in properties whether it's set to "Record" or "Playback"
or... is there something else active which can have taken charge of the soundcard even though it's not visibly doing so at the moment (if that makes sense?)
