Hmmm, I don't remember that about Yonki Time at all.  Might you be mixing
it up with Richard Hell's Blank Generation and the Bob McFadden novelty
song "I Belong to the Beat Generation?"

I did see a thread which mentioned that YT was "written with the help of the 
famed New Orleans session turtle Professor Hardshell" but that seems to have
been an inside joke of Tom's.

There's also a mention (by you!) that the Collector's Choice release of
Tom Verlaine has release notes by Tom in which he spends a good deal of time
explaining the origins of Yonki Time and Mr. Bingo.  Maybe it's there?
