OK, Leo- for you I broke out my copy of Live @ The Academy NYC- 12/4/92 (many thanks again for helping me acquire it, Dennis), and it is a tough call. I headphoned it- loud. Both of the solos goose-bumped the holy shit out of me.  
 
I had a preconcieved notion that I would easily choose Tom's solo. As much as I admire, respect and enjoy Richard's playing, the dive-bombing, tight-rope walking without a net, sky-diving "oh who gives a F anyway, I'm just gonna go for it" attitude of Tom's solos have always been my favorite.
 
But in this case, I have to give the nod to Richard.
