Hosting: GoDaddy's reasonable, though make sure you're getting a
Linux account, not Windows/IIS.  Hostmonster I've dealt with a bit; they're
fine too. I've used Powweb, who are also all right. In any of those cases, an
annual account is cheaper than month to month.

In any case you'll want a
content management system. Wordpress is fine; most of those hosts offer
one-click installation. You can download a design (in WP, it's a "theme") and
most are free.

For putting music online, I like bandcamp.com, which has a
player you can paste into your pages--and you can manage (and sell) the music
painlessly.
